Ohio legislature recesses
The Ohio General Assembly recessed at the end of June and is not scheduled to reconvene until September.  In the next Sidebar the OAJ will report on the status of legislation on which it is advocating. 

Minors in school bus accidents
Legislation prohibiting the release of police reports about minors injured in school bus crashes has passed the Ohio legislature and been signed by the Governor.  OAJ amended the bill to allow reports to be released upon parent’s request.  The law takes effect about September 28, 2018.

Legal materials
The Governor signed legislation enacting the Uniform Electronic Legal Material Act, which specifies requirements for the Secretary of State, the Legislative Service Commission, and other state agencies that publish official electronic versions of legal materials, such as the Ohio Constitution, the Revised Code, and administrative rules.  The new law takes effect about September 28, 2018.

SOL for contracts cut to three years
Legislation has been introduced that shortens the statute of limitations (SOL) for written and oral contracts from 8 and 6 years, respectively, to 3 years.  The bill is being heard by the House Civil Justice Committee.  OAJ is gathering information and has not decided on a policy position.

Autonomous trucks regulated
Legislation to regulate and place requirements for operating an automated commercial motor vehicle in Ohio has been introduced and referred to the House transportation committee.  Drafted with input from the Teamsters, the bill is intended to help preserve truck drivers’ jobs.  The OAJ has not taken a policy position on the legislation.

Federal court upholds restrictions on Ohio judicial candidates 
A federal court upheld the state's fundraising and advocacy limitations on judicial candidates.  In a unanimous decision, the court upheld each of the provisions of the Judicial Code.  The case made its way to the circuit court when a Hamilton County attorney challenged a host of the restrictions on free speech, due process and equal protection grounds.

The Ohio Supreme Court may soon add a new rule regarding non-judicial candidates running for office from the bench following the controversy created by former Justice Bill O'Neill's unsuccessful gubernatorial bid.
